Work

Neil is the Director of Clean Power at Net-Zero California, a non-profit project that develops policies to help California meet our climate goals. He previously worked at the Governor's Office of Planning and Research as the Fifth California Climate Change Assessment Program Manager. He managed the intragency Fifth Assessment program, supported the OPR team, and represented OPR and the Fifth Assessment at state- and federal-level collaborative functions and working groups.

Prior to that, Neil worked at the California Air Resources Board as the Local Government Climate Action Planning Liaison, guiding research, maintaining resources, and acting as an internal and external liaison for local climate action planning, implementing voluntary emissions reduction targets to help meet California's greenhouse gas emission reductions by 2030 and 2050.

Neil also works with the National Parks Conservation Association as a member of the National Board of volunteers and the Chair of the Pacific Regional Council, providing critical feedback and input on creating the next generation of park advocates. He is the on the board of Welcome Home Housing, Buy-In Community Planning, and Model Forest Policy Program.

Neil Matouka is a green building and district-scale advanced energy professional working with communities across California to develop climate solutions make the jump to an equitable, low-carbon future.

Neil holds a Master of Environmental Management from Duke's Nicholas School of the Environment, specializing in Environmental Economics and Policy and focusing on technology evaluation and marketization. He is also a retired rugby player, hikes, and enjoys reading in foreign languages.
